Meet Julie
Julie Lecea is co-founder and CEO of Athena Justice Group, and a retired special agent of the Air Force Office of Special Investigations. She is a strategic leader with over thirty-two years of experience in national security, federal law enforcement, strategic planning, and criminal investigations. Julie’s a nationally recognized subject matter expert for violent crime investigations, forensic crime scene analysis, interpersonal violence prevention and response, federal and military justice law enforcement policy, and criminal justice information technology. She has a proven record of setting a vision for change, then developing and managing executive-level initiatives delivering results both internal and external to the agency. Her broad, deep strategic knowledge of federal law and DoD policy impacting military criminal investigative agencies, combined with a cooperative, diplomatic approach, leveraging diversity and an optimistic outlook, results in a reputation for inspiring trust, leading change and delivering results.
Meet Traci
Traci Larson is the Co-Founder and Chief Operations Officer of Athena Justice Group, a former senior leader with the Naval Criminal Investigative Service (NCIS), as well as the Coast Guard Investigative Service (CGIS). She brings more than two decades of experience leading investigations, operations, and risk-management efforts across domestic and international environments.
Traci began her career with the Oregon State Police as a SWAT team member and FBI-trained hostage negotiator, later serving as a crisis negotiator with NCIS. Overseas, she advised U.S. Embassy and federal leadership on threats to U.S. personnel and assets, including school threat management supporting DoDEA schools abroad and public schools on military installations. A graduate of the FBI National Academy, Traci now focuses on helping schools and organizations strengthen threat assessment, documentation, decision-making under pressure, and prevention-focused safety systems through clear, practical training.
